My idea of integrity for the executive office of inspector general is  to have proof of having actual teeth and truly have civil and criminal penalties for those that choose to feel that the rules don't apply to them. Self-policing is an inherent conflict of interest and is completely useless when big taxpayer money is intentionally and illegally misappropriated by DHS.
