Following Packard's release from the Illinois State Asylum, she became a
fierce advocate for the rights of women and psychiatric patients, and
successfully advocated for passage of a "Bill for the Protection of
Personal Liberty" in 1867.

It took them 247 years to get the place to have the name they want now.
