Elizabeth Packard made changes in the psych industry while the hospital was still named after Andrew McFarland. Alexa states that human rights groups had an influence in having the name changed to Elizabeth Packard and to have forced treatment to be abolished. CCHR.ORG

It makes sense since it happened in Illinois.
